Painting over decals/stickers

The previous owner of my house decided that covering the garage walls with various large decals was a good look. I tried peeling them off, but the only one that would budge took the underlying paint and drywall paper with it. I'd like to just paint over these things. I bought and used a spray can of Sherwin Williams bonding primer. What's my best bet from here? Do I need to use a latex or oil based primer, specifically?
