question on anchor/concrete

I wanted to know if i could use hydrolic cement to anchor bolts in concrete premanently .tapcons havent held up .and the wedge anchors have been difficult to work with in the limited size holes and not a lot of room around them. Its for railing base right at step corner. Any info is appreciated
