Carrier 19XR High Condenser Pressure

Hi:

I'm a building engineer with 3 900 ton Carrier 19XR chillers w/ R134A. One of my chillers locks itself out on high condenser pressure as it attempts to start. Here's what I have so far-Pic II displays no faults and is ready for startup-Condenser pressure is 60 PSI-Machine goes through start sequence and starts chilled and cond pumps-oil pump starts, then after oil pressure timeout the machine locks itself out on protective limit (high condenser pressure)and states machine exceeded limit of 125 PSI. The entering water temp is 65 degrees. The entire time the machine is attempting to start I watched the HX screen and the condenser pressure never rose above 60 PSI the entire time. The compressor never actually started. I also swapped ISM boards between chillers and still the same issue. Also, when I disconnect the plug from the condenser pressure sensor it does read a negative number on the display, so it appears to be working correctly
