How to finish stair risers (with picture)

I'm a first timer building a deck. I'm just about to complete installing the stair risers. I have four questions: 1) Are the anchors for the toe rail adequate? 2) How to finish the bottom stair riser closest to the concrete? 3) How to close in (finish) the other stair risers? 4) Do I need a moisture membrane on the stair stringers and joists?
