location of air returns

Have a two story cap cod gutted down to the skin. There is a combination forced air heat/ac system with a/c unit located outside the house. currently there are no air returns on the second floor (2 bedrooms). Where should the air returns be located: Low, High or somewhere in the middle. Thank You
