no oil from drain plug

Just changed the filter and oil on a sit on top mower. Some oil came out of the filter but not much. Nothing came out of the plug even though the dipstick days Max. So, I put another 600ml in and changed the filter. Still nothing coming out of the plug and dipstick still reads Max! Capacity is 600ml oil. Any ideas what to do?
