Thinking about buying a "fixer upper"

Hello, This is my first post here but I've looked around these forums a few times before. I have been thinking about buying a fixer upper house, since I can do most work myself, but one thing that I have never really got into is HVAC, There is a condition report for the property available online and when I looked at it, it says that the "blower fan comes on but the compressor would not kick on". Is this a sign of a bad unit or could I just replace some parts and be fine. I do not Know the make and model of the unit but it does appear to be older, If I need to I can go to the property sometime and get the make and model.
